Yes, this is a classic technique used to get rid of an employee you don't like, when the employee does their job well and doesn't cause trouble, so you can't think of a reason to fire them. It's also the go-to move when you don't have hiring authority over an employee you don't like because they report to a different department. I'm a pretty easy guy to get along with. There is exactly one person on the whole planet that I would definitely cross the street to avoid meeting. He tried this gambit on me, but I outlasted him with the help of other managers who knew me well. Thing is, he cratered my whole division and then pretty much everybody got laid off including me.
